The outfit is obtained by following the Jeweled Cryptic Vessel. After decrypting it, it will show a picture of Hotel Krat as seen from the cliffside on Cerasani Alley. This area is found past the Elite puppet enemy where the player was given the Fury Attack tutorial at the beginning of the game. Upon reaching the site, use the Check Ground gesture to obtain a Legion Caliber and the outfit.
Once the area is transformed after returning to Krat Central Station, this location can be found at the end of Krat Central Station Street. Using the gesture here will still provide the same rewards if they were not picked up previously.
